Appointment of a Professional Service Provider to GIS Licences and Maintenance Services for a Period of Three (3) Years

Overview

Procurement of two ArcGIS software licenses (ArcGIS Pro Standard Creator User Type) with extensions, ArcGIS Online credits, installation, maintenance and training for a three-year period. Sekhukhune District Municipality invites bids from South Africa–based GIS licensing providers with ESRI accreditation and proven ArcGIS licensing experience to supply, install, configure, maintain, and train staff. The contract runs for 36 months and licenses must be registered in the SDM’s name.

Requirements

• 2 x ArcGIS Pro Standard licenses (Creator User Type) with Extensions; 1 x ArcGIS Online – 10,000 credits per annum; ArcGIS Pro includes Online Creator access; 3-year maintenance and support; quarterly health reports; annual license compliance audit.
• Installation/configuration: deactivate old licenses, activate on 3 workstations and 1 server; connect to MS SQL Enterprise Geodatabase; migrate MXDs; set up Named User accounts.
• Training for 6 officials (2 GIS Officers, 4 Technicians/Planners): ArcGIS Pro Fundamentals (5 days) and ArcGIS Online & Field Maps (2 days); SAGI/CPD certificates and manuals.
• Deliverables: license authenticity proof, installation certificate, maintenance plan, training report with certificates, quarterly usage/support reports.
• Evaluation: 80/20 price-preference with 20 points for specific goals; minimum functionality score of 70/100; required evidence includes GIS licensing experience letters, ESRI registration, CVs, methodologies.
• Compliance: tax clearance (TCS/PIN), CSD number if no TCS; registrations for joint ventures/sub-contractors as applicable. (See attached documents for full returnable requirements.)
