Overview

RFQ: Appointment of a professional service provider to provide an anti-fraud and ethics toll-free hotline for 36 months. The bid targets suppliers with proven anti-fraud hotline and case-management capabilities, multilingual 24/7 support, secure reporting, and strong information-security controls. Eligible bidders should have recent, verifiable anti-fraud hotline experience and meet tax, CSD and BBBEE requirements.

Requirements

• Demonstrate at least three qualifying anti-fraud and ethics hotline projects in the past five years (Form A or client reference letters).
• Provide CVs for three core roles: Team Leader (3+ years in Fraud Risk/Forensic/Ethics), Senior Manager/Manager (5+ years), Key Accounts Manager (5+ years).
• Deliverables include a 24/7 toll-free hotline with 11 official languages, secure CMS, two secure emails, monthly reports (PDF/Excel), data security/POPIA compliance, DR/BCP, and retention obligations.
• Compliance/returnables: complete Pricing Schedule; SBD1, SBD4 & SBD6.1; BBBEE Sworn Affidavit or SANAS certificate; CSD Registration; SARS Tax Compliance PIN; authority documentation.
• Evaluation: 80 points for price and 20 for specific BBBEE goals; minimum 50/80 functional threshold; BBEE scoring as per annexures.
