• Compliance: tax compliance status (SARS PIN or TCS certificate), CSD number if no TCS, and no state-service disqualifications.
• Tender documentation must include SBD forms (SBD 4, SBD 6.1, SBD 3.3 pricing schedule, SBD 7.2 contract), and B-BBEE documentation (verifications or sworn affidavit) to qualify for preference points.
• Preference points: 80/20 system, with specific goals (women, disability, youth ownership; local enterprise; B-BBEE level) totaling 20 points.
