APPOINTMENT OF A QUALIFIED AUCTIONEER FOR THE ONCE-OFF DISPOSAL OF IDENTIFIED MUNICIPAL IMMOVABLE PROPERTIES THROUGH PUBLIC AUCTION

Overview

Appointment of a qualified auctioneer to dispose identified municipal immovable properties through public auction (one-off). The project targets PPRA-registered auctioneers with property-disposal experience, CPA compliance, FICA, and relevant professional indemnity/public liability cover, plus tax clearance, CSD registration and OHSA compliance. The engagement covers marketing, bidder management, the public auction process, post-auction reporting and coordination with conveyancers, for a defined, finite project period (bid validity 90 days).

Requirements

• Eligibility: Companies registered with PPRA as auctioneers.
• Tax clearance (original) valid at closing.
• Proof of Central Supplier Database (CSD) registration.
• Rates clearance certificate.
• Workmen’s Compensation (COIDA) registration.
• Valid relevant professional accreditation/registration as an auctioneer.
• Valid professional indemnity/public liability insurance.
• Compliance with Consumer Protection Act (CPA) obligations.
• Returnable schedules and declarations (e.g., MBD forms, Declaration of Interest, BID determination forms) as applicable for bids above thresholds.
• OHSA 37(2) contract provisions and related contract administration requirements (if applicable).

How to Apply

• Deadline: 05 November 2026 at 12:00; late tenders will not be considered. (see attached document for details)
• Submission: Hand-deliver sealed tender to the Tender Box at the SCM Offices, KV Challenor Street, Eshowe.
• Documents to submit: All returnable documents and completed forms listed in the bid documents (proof of purchase if documents were bought; original tax clearance; company registration docs; CSD proof; rates clearance; COIDA; audited AFS if >R10m; professional accreditation; PI/PLI; CPA compliance; MBD5 and related declarations; OHSA documents; and other returnables).
