Overview

Appointment of a recruitment agency to facilitate and manage SAFCOL’s GM: RRIEC talent acquisition process. SAFCOL seeks an experienced agency to source and place a General Manager: Risk, Resilience, Insurance, Ethics and Compliance (RRIEC). Eligible bidders should have senior-management talent acquisition expertise, plus mandatory compliance credentials (BBBEE SANAS verification or sworn affidavit, SARS tax clearance, CSD registration).

Requirements

• Demonstrate senior-management talent acquisition experience and provide signed reference letters.
• Complete the RFQ document on company letterhead and email responses to RFQHighveld@safcol.co.za (RFQHR/325/2026) with the RFQ number in the subject.
• Submit latest Tax Clearance, BBBEE certificate (SANAS-accredited) or EME/QSE sworn affidavit, CSD (or MAaa) registration, and ID copies of company directors.
• Provide a detailed project leader CV and at least three references for the project lead; supply longlist/shortlist CVs and related documentation.
• Quotations must express pricing as a percentage of the annual TGP (R1,926,581) and be VAT inclusive.
• Sign all SBD documents; ensure compliance with governing procurement rules and conditions (e.g., no pre-delivery without an official PO).

Notes: The process uses a phase-based evaluation (Administrative Compliance, Functionality, Price and Specific Goals) with a minimum 70/100 to pass Functionality and an 80/20 price-to-goals scoring system. Specific goals include 51%+ Black Owned entities for 20 points. Budget/price is tied to a percentage of annual TGP (R1,926,581).
