Overview

The Lepelle-Nkumpi Local Municipality invites bids for the appointment of a service provider to compile the general valuation roll and maintain the supplementary valuation roll for five years (2027–2032). Tenderers should be experienced, qualified valuer professionals capable of managing mass municipal valuations, data collection, GIS integration, public participation, and ongoing valuation roll maintenance.

Requirements

• Demonstrated experience in compiling mass municipal valuations and maintaining general and supplementary rolls; ability to assist with rates policy, objections, and enquiries; GIS capability.
• Nominate a Municipal Valuer and Substitute Valuer with proven professional qualifications and registrations (Schedule 1 A/B; affidavits required).
• Compliance with MPRA 2004, PPPFA (80/20), SCM policies; 90-day bid validity; lowest bid not guaranteed.
• Tax compliance: SARS PIN/TCS status; CSD number if no TCS; applicable for consortia/joint ventures.
• Data protection, confidentiality, and adherence to POPIA; data ownership by the municipality; monthly data transfers in agreed formats.
• Insurance: Professional Indemnity (min R1,000,000) and Public Liability (min R500,000).
• Printing/delivery: 5 bound copies + electronic copy of rolls; compatible valuation system with audit trails; GIS integration.
• Penalties/retention: stage-based penalties, 10% retention, 30-day remedy period for defaults.
