Requirements

• SPLUMA-compliant detailed precinct plan aligned to SDF/IDP and local planning guidelines; renders an implementable spatial, land-use, infrastructure and investment framework.
• Demonstrated experience in precinct planning, GIS/data handling, public participation, and infrastructure assessment (water, sanitation, roads, ICT).
• Ability to integrate with SANRAL/road network considerations and deliver phased outputs (from inception to final precinct plan) with costed implementation strategies.
• Knowledge of environmental screening, biodiversity/heritage considerations, and alignment to statutory planning frameworks.
• Compliance with GCC and bidding documents, including submission of SBD 1, SBD 3.3, SBD 4, SBD 6.1, GCC and the specification; proof of tax clearance, VAT registration, and B-BBEE status.
• Quotation validity of 90 days.
