APPOINTMENT OF A SERVICE PROVIDER / CONSORTIUM OF SUITABLY QUALIFIED FIRMS TO DEVELOP A DETAILED PRECINCT PLAN FOR THE POSTMASBURG CBD-HOOF STREET-SIBILO NODE PRECINCT FOR TSANTSABANE LOCAL MUNICIPALITY WITHIN A PERIOD OF SIXTEEN (16) MONTHS IN THE NORTHERN CAPE PROVINCE

Overview

The procurement seeks the appointment of a service provider or consortium to develop a detailed precinct plan for the Postmasburg Industrial Precinct in Tsantsabane Local Municipality, Northern Cape, over 16 months. Bidders should be service providers or consortia with proven experience in strategic spatial planning, land-use management, infrastructure planning, and related disciplines, capable of delivering an implementation-ready plan aligned to the MSDF, Municipal Spatial Development Framework, IDP, CIF, LED strategy, and funding instruments; and able to package catalytic projects and an investment framework.

Requirements

• Multidisciplinary team with precinct-planning experience
• Plan must address: land-use framework, movement and freight, land release/servicing, economic development, governance and funding framework
• Compliance: provide SBD forms (SBD1, SBD3, SBD4, SBD6.1), GCC, Specifications; tax clearance; B-BBEE certificate; VAT as applicable; CIDB registration if required
• Adhere to 90-day bid validity and 11:00 closing time; quotations deposited in sealed envelopes; separate envelopes per bidder; submission to Kimberley bid box
