Overview

Appointment of a Service Provider for Outcomes Based Youth & Homeless Employment and Transition Programme. The Municipality seeks a service provider with experience in youth development, homelessness support, and programme delivery under an outcomes-based framework. Bidders must be registered as suppliers and meet corporate compliance (CSD, SARS, VAT) and OH&S requirements.

Requirements

• Be registered on the National Treasury Central Supplier Database (CSD) as a service provider.
• Be registered on the eThekwini Municipality supplier database (via ethekwinivendor) and ESP submission system.
• Provide Tax Compliance Status PIN or valid Tax Clearance; VAT status as applicable.
• Complete and submit returnable forms: MBD 4, MBD 5 (where applicable), MBD 6.1, MBD 8, MBD 9, Official Tender Form; Authority of Signatory; Joint Venture agreement if applicable.
• Declare municipal fees status (or signed acknowledgement of debt) and provide relevant account numbers.
• Sign and comply with Occupational Health and Safety requirements (Section 37.2 OHS Agreement).
• Submit required returnable schedules: Schedule of Experience, Approach & Methodology, Disbursement Schedule, Financial Capability.
• A tender may involve multiple sub-contractors; specify scope and sub-contractors if applicable.
• Meet delivery/implementation capability and any specified minimum functionality criteria.

How to Apply

• Closing date/time: 21 August 2026 at 11:00. Late submissions will not be accepted.
• Submission method: Hard-copy submission in a sealed envelope to the City Manager (Tender Box, 166 KE Masinga Road, Durban) and an electronic submission via the eThekwini Municipality JDE ESP system; the hard copy prevails for evaluation.
• Documents to submit (at minimum): Official Tender Form, Authority of Signatory, MBD 4/5/6.1/8/9, Tax Compliance PIN or Tax Clearance, Municipal Fees Declaration, Occupational Health and Safety Agreement, Joint Venture agreements if applicable, and required returnable schedules (Experience, Approach & Methodology, Disbursement Schedule, Financial Capability).
• Registrations: CSD and eThekwini supplier database (via ethekwinivendor) and ESP access.
