Overview

Appointment of a service provider for debt collection services inclusive of attorneys for legal action on behalf of SASSA EC Region for a period of 36 months. Bidders should be debt-collection agencies or law firms with proven experience in government debt portfolios, including litigation, and familiarity with SASSA/DSD debt policies and PFMA/GCC requirements.

Requirements

• Demonstrated experience in debt collection and litigation, with trained staff and a dedicated Project Manager.
• Knowledge of applicable debt-collection legislation and government policies (SASSA/DSD); able to prepare letters of demand, summonses, negotiate, obtain judgments, and blacklist debtors per laws.
• Availability of skilled resources, project management capability, and a dedicated project leader as main liaison.
• Compliance with tax, licensing, CSD/SARS requirements (PIN/TCS) and ability to sign a formal SLA; confidentiality under POPI.
• Compliance with GCC, PFMA, Preferential Procurement Regulations (80/20 or 90/10 system) and PBV commitments; provide required SBD forms and B-BBEE documentation; performance security within 30 days of award.
