Appointment of a service provider for design and implementation of sport projects in Victor Khanye Local Municipality for 36 months. This is a consultancy Services contract to design and implement sport projects; bidders must be qualified, capable, and registered for consultancy services (with EPWP/CETA and ECSA where applicable). The evaluation combines 80 points for price and 20 for targeted goals, with a 70-point functionality threshold prior to price-based scoring. Requirements

• Eligibility: registered for consultancy services; demonstrate managerial capacity and relevant project experience.
• Key team qualifications:
  • Engineer/Team Leader: Degree in Civil Engineering, EPWP/CETA, NQF level 7, ECSA registered.
  • Project Manager: BTech in Civil Engineering, EPWP/CETA, NQF level 7, ECSA registered.
  • Technician: Diploma in Civil Engineering, EPWP/CETA, NQF level 5 or 7; ECSA Candidate.
  • Safety Officer: Occupational Health and Safety (SAMTRAC) qualification.
• Compliance and documentation:
  • SARS Tax Clearance; CSD registration; latest municipal accounts for the business and all directors (not older than 3 months; in arrears ≤ 90 days).
  • Proof of business/address and director’s address (or valid lease), plus any necessary affidavits if addresses differ.
  • Returnable documents: Schedule 1–8 and MBD forms (2, 4, 5, 6.1, 7.1, 8, 9), C1/C1.2 data, pricing schedules (C2.1).
  • No alternative offers; two-envelope system not used; mandatory briefing attendance and certificate (Schedule 7).
  • Bid documents priced to include VAT where applicable; prices fixed for contract duration.
