Overview

The RFQ seeks a service provider to perform generator maintenance services in the Bloemfontein region on an ad hoc basis for 36 months. Services cover diesel generator maintenance at ATNS Bram Fischer International Airport and remote sites, including preventive maintenance, callouts, parts supply, commissioning of new units, and reporting.

Who should consider bidding: providers with diesel generator maintenance capability, qualified Electricians and Diesel Mechanics, OEM-style parts supply, and the ability to operate under CIDB 2EP or higher and ATNS contract conditions.

Requirements

• CIDB Grading of 2EP or higher with proof of registration; CRS number required. (Mandatory)
• COIDA compliance (Letter of Good Standing) or equivalent Mutual Association policy.
• At least one trade-tested Electrician and at least one trade-tested Diesel Mechanic (DHET/QCTO accredited).
• SARS Tax Compliance PIN valid for submission (or TCS) and proof of tax compliance.
• Central Supplier Database (CSD) registration or proof of application.
• CIDB active status verification during evaluation; proof of CIDB application if not yet listed.
• SBD 1, SBD 3.3 (Pricing Schedule), SBD 4 (Bidder’s Disclosure), SBD 6.1 (Preference Points), and POPIA consent completed.
• Evidence of B-BBEE status: 51% Black Owned (10 points) and 30% Black Woman Owned (10 points) with required documentation (CSD, CIPC, shareholder certificates, IDs, valid B-BBEE certificate or sworn affidavit).
• Registration or accreditation with OEMs/professional bodies as applicable.
• Compliance with POPIA, confidentiality, and GCC terms; acceptance of ATNS contract terms.

Notes: Proposals must remain valid for 60 days; ATNS may request additional information within 7 working days. The procurement uses an 80/20 price/preference points system with specific goals (51% Black Owned and 30% Black Woman Owned) to earn up to 20 preference points.
