Overview

Procurement of end-to-end ICT Managed Services for 36 months. The KZN Growth Fund Agency seeks a qualified ICT managed services provider capable of security operations, LAN management, email security, cloud-based telephony, and domain/web hosting. Bidder should have ICT managed services capabilities, with certifications such as ITIL V4, Fortinet NSE (NSE 5+), CCNP (and CCNP Collaboration for VOIP), and a Microsoft partnership certificate. B-BBEE status and related ownership requirements apply.

Requirements

• Mandatory admin/compliance: CSD registration, SARS tax compliance PIN, Tax Clearance, VAT where applicable; complete SBD forms; BBBEE documentation.
• Mandatory organogram and CVs: detailed team structure with clearly named resources for key roles; CVs in Annexure B format; copies of certificates.
• Technical scope: 24/7 SOC with threat monitoring; EDR/XDR; SIEM; patch/vulnerability mgmt; MFA; firewall/security management; 99.5% LAN uptime; Mimecast licensing; cloud-based telephony with 50 handsets; domain/web hosting with 99.9% uptime; POPIA/King IV ICT governance compliance.
• Governance/SLAs: monthly/quarterly reporting; IT Steering involvement; SLA-based incident response and escalation.
• IP/payments/warranties: KZNGFA IP rights; 30-day payment terms after valid invoice; warranties and performance security as per contract.

• Evaluation: administrative compliance (mandatory), functionality (minimum 70/100 to proceed), then price with 80/20 or 90/10 specific-goals weighting; BBBEE points apply.
