Overview

APPOINTMENT OF A SERVICE PROVIDER FOR INSULATING OIL SAMPLING/TESTING AS AND WHEN REQUIRED FOR 36 MONTHS IN KZN. PRASA invites bids from service providers capable of oil sampling, testing and reporting for transformer insulation oils across KwaZulu-Natal, for a 36-month period. The work involves supervision and maintenance of insulating oils in electrical equipment, with samples/tests conducted at SANAS-approved laboratories, and reporting per the BOQ. Estimated scope covers multiple substations region-wide; start is after award and ongoing as needed.

Requirements

• Technical/functional criteria (minimum 70% threshold):
  • Organizational Experience (35), Qualifications/Experience of Electrician/Technician (35), Project program (15), Project approach/methodology (15).
• Key qualifications: Electrician/technician with N3 level, trade test, and at least 5 years transformer oil experience.
• Laboratory/testing: Oil sampling/analysis to SANAS-approved lab standards; DGA and specified chemical criteria; documented lab certificate/report with required fields.
• Documentation and compliance: Complete all bid documents; provide CVs/qualifications; proof of SARS PIN and CSD/CIPC where applicable; B-BBEE certificate or affidavit.
• Returnable documents: Joint venture/consortium agreement (if applicable); SARS PIN; CSD supplier report; CIPC registration; B-BBEE.
• Compliance controls: Tax compliance, no state-serving conflicts, and adherence to PPPFA/Regulations, with possible use of 80/20 or 90/10 preference rules.
• Penalties and safety: Site access certificates; safety plans; on-site PSIRA-registered security where required; potential penalties for delays and non-performance.
• Funding condition: Award subject to securing budget; process may be cancelled if funding is unavailable.
