APPOINTMENT OF SERVICE PROVIDER FOR PROVISION OF TRAFFIC NEWS REPORTING FOR SABC NEWS FOR A PERIOD OF THREE (3) YEARS.

Overview

Appointment of a service provider for traffic news reporting for SABC News for a period of three years. Bidders should have national traffic/news broadcasting capabilities, including on-air reporting, live and recorded feeds, and content distribution to SABC platforms. Eligible bidders: media/traffic information providers with broadcast-grade delivery, XML/RSS feeds, access to SANRAL/SAPS/emergency sources, multilingual capabilities, and a demonstrable national footprint. Mandatory compliance: CSD registration, valid TV license statements, tax clearance, BBBEE, company/ownership docs, and director IDs. Contract duration: 3 years; bid validity: 90 days; payment terms: 60 days.

Requirements

• National footprint of traffic/news updates across Radio, TV and Online; regular up-to-the-minute updates; live and recorded voice reports; live AV crossings; XML/RSS feed to SABC platforms; content posting/social sharing; access to traffic sources (SANRAL, SAPS, etc.); clean-feed facility on own site.
• Technical readiness: ability to provide feed in broadcasting formats; audience-input channels (phone/social/online); robust back-up/availability and accessibility (public transport access, etc.).
• Compliance: proof of CSD registration, valid TV licenses, tax clearance, BBBEE certificate, company/shareholder docs, and director IDs; ongoing compliance during contract.
• Evaluation: 2-stage framework—functionality (max 100; min 85) and price with specific-goals (80/20). Specific goals include Black-owned/EME/SME and Black Youth criteria.
• Sub-contracting: allowed with SABC approval; max 30% to lower-BBBEE status entities unless to an eligible EME.
• Cost and implementation: detailed pricing (Annexure F) and 3-year duration; 60-day payment terms.
