• Compliance with tender rules: Complete SBD forms (SBD 1, SBD 3, SBD 4, SBD 6.1, SBD 7); follow PFMA SCM instructions; no fronting; local South African residency/work permit as applicable.
• Pricing: Firm prices; include all costs and VAT; lead time to be supplied by bidder; 120-day bid validity.
• Evaluation: Administrative and mandatory compliance; price and specific goals (80/20) with specific goals points (e.g., Black ownership, Women, Youth, Military Veterans).
