Requirements

• Lead consultant: Master’s degree in Economics/Statistics/Development Studies/Education or related field with ≥10 years research experience, ≥5 in labour market analysis.
• Team: collectively skilled in labour market/quantitative analysis, forecasting methodology, qualitative research, stakeholder consultation, and data management.
• Understanding: proven knowledge of NQF, OQSF, QCTO’s role, and SA qualification development processes.
• Evidence: provide examples of similar projects with references; supply CVs and roles for all project personnel; include a plan for transferring skills to QCTO officials.
• Delivery: innovative, cost-effective approach with clear timelines; project to be completed per ToR’s schedule (up to 31 March 2027).
• Data ownership: QCTO owns all data, with delivery of data, instruments, and reports in approved formats.
• Confidentiality/IP: contract terms to cover confidentiality and IP rights.
