Overview

Appointment of a service provider for radar motor oil testing and analysis at ATNS Bram Fischer International Airport (FABL) for five years on an as-needed basis. Bidders should be able to provide SANAS‑accredited oil analysis in ISO/IEC 17025 scope, for three FABL radar systems, with a defined sample handling and reporting process, and meet CSD, tax and B‑BBEE requirements.

Requirements

• SANAS‑accredited laboratory for oil analysis, with ISO/IEC 17025 scope and validity; if using a subcontracted lab, provide full accreditation details.
• Deliverables: oil analysis reports per sample including test methods, results, interpretation, condition assessment, and recommendations.
• Capability to perform oil condition monitoring for three FABL radar systems, 3 samples per radar per testing cycle; analyses on used oil samples; timely submission after each cycle.
• Stage 1 admin compliance: SARS Tax Compliance PIN valid for 60 days from submission.
• Proof of registration on the Central Supplier Database (CSD) or proof of application; CSD number where applicable.
• Complete pricing and preference documentation: SBD 3.3 (Pricing Schedule) and SBD 6.1 (Preference Points), plus CSD, CIPC documents, shareholder certificates, IDs, and B‑BBEE certificate or sworn affidavit (for EMEs/QSEs).
• Lab accreditation: provide valid ISO/IEC 17025 accreditation for the testing laboratory (SANAS or ILAC‑MR signatory bodies or equivalent).
• Confidentiality, contract terms, and adherence to ATNS general terms; professional indemnity insurance where applicable.

Minimum threshold: 70 points across required functionality, delivery plan, and accreditation.
