Overview

This RFQ seeks to appoint a service provider for Recruitment Vetting services for 60 months (5 years) for NRF’s South African Astronomical Observatory (SAAO). Scope includes criminal checks, identity verification, qualification verifications (local and international), driver’s license verifications, credit checks, fraud listing checks, deeds searches, SAPS clearance, NRSO, and CPR checks. Bidders should have background screening/vetting expertise and be prepared to operate under PPPFA/BBEE requirements.

Requirements

• Returnable documents: SBD 1, SBD 3.1 (pricing), SBD 4, SBD 6.1 (mandatory); BBBEE certificate or sworn affidavit (EMEs/QSEs may be optional but prefer documentation).
• Company profile showing at least 5 years’ experience in recruitment vetting; minimum of 3 written references in the last 5 years.
• CSD registration (must be registered; provide CSD details).
• Pricing schedule: completed SBD 3.1; firm prices for 5-year period; pricing in five yearly blocks; include VAT.
• Proof of BBBEE status or sworn affidavit; preference points for specific goals (BBEE, ownership by Black groups, etc.).
• Tax compliance status (SARS PIN/CSD/PIN as applicable).
• Compliance with the National Treasury GCC; as-and-when PO basis; payments within 30 days after invoice.
• Price validity: 60 days from closing date.
