Requirements

• Stage 1: Administrative compliance

  • Complete and sign SBD 1 (Invitation to Bid), Section B (CSD declaration), SBD 4 (Bidder’s Disclosure), and Authority to Sign Tender or Submit Enterprise’s Resolution Letter.
  • Submit SBD 3.1 Pricing Schedule (firm total; attach breakdown if needed).
  • Offer validity: 120 days.

• Stage 2: Price and Preference Points

  • Follow the 80/20 Preference Point System (Price 80, Specific Goals 20).
  • Provide proof for specific goals: BBBEE certificate or affidavit; IDs for ownership categories; CIPC certificate for youth; doctor’s certificate for disability; proof of KZN location (utility bill, etc.).

• Mandatory documents and registrations

  • Copy of Enterprise Registration Certificate (CIPC), copies of IDs, BBBEE certificate, doctor’s certificate for disability, proof of address (KZN).
  • SARS Tax Compliance requirements: provide PIN or TCS certificate; if using CSD, provide CSD number; ensure compliance if part of a consortium.

  • Proof of location within KwaZulu-Natal; attendance at compulsory briefing.
