Overview

Procurement of a service provider to supply and deliver LED light fittings to upgrade existing high masts for Ithala Development Finance Corporation. Bidders with electrical/lighting product supply and project delivery experience, able to meet tax and supplier pre-qualification rules, should bid.

Requirements

• Register on the National Treasury Central Supplier Database (CSD) and be in good standing with SARS (PIN/TCS). If participating as a consortium, each party must submit separate TCS/CSD. If no TCS but registered on CSD, provide the CSD number.
• Tax compliance and related documentation: SARS PIN, and proof of tax clearance where applicable.
• Mandatory bid documents: SBD 1 (invitation to bid) with resolution letter; SBD 4 (declaration of interest); SBD 6.1 (preference points claim form); SBD 7 (contract form) as required.
• Pricing schedule with detailed price breakdown; sample لي; the contract will be governed by an Ithala Service Level Agreement (not negotiable).
• Evaluation stages: Administrative Compliance (Stage 1) followed by Price and Preference Points (Stage 2) using an 80/20 system (price 80, specific goals 20). Preference points for specific goals include ≥51% Black ownership, Women, Youth, and People living with disability (5 points each).
• Ensure compliance with general SCM rules; disqualifications for conflicts of interest or improper conduct.

• Documents to submit: Official bid forms (SBD 1, SBD 4, SBD 6.1, SBD 7), Pricing Schedule (with detailed price breakdown), CSD Number or SARS PIN/TCS, VAT number if applicable, and any required declarations (Declaration of Interest, etc.). For consortia, provide details for all parties.
