Overview

Procurement of engineering technical designs for closure and rehabilitation of Kost er and Swartruggen s landfill sites, open-tender by Kgetlengrivier Local Municipality. Bidders should have engineering, environmental, and project-management capabilities, including professional registrations (ECSA for engineers; SACNASP/EAP for environmental specialists) and related pre-qualifications. Requirements

• Functionality: minimum 70/100 to be shortlisted (Company Experience; Key Personnel; Methodology).
• Key personnel: Project Manager with MSc in Environmental Management/Science (or related) and SACNASP/EAP registration; Accountant CA(SA); Engineer registered with ECSA, all with relevant experience targets.
• Special disqualifications: failure to provide required documents such as Central Supplier Database registration, valid tax clearance, BBBEE certificate, certified IDs, MBD forms, proof of professional registrations, company registration, and municipal rates clearance (not older than 3 months).
• Technical scope: site investigations and closure designs (final cover/capping, stormwater, leachate and gas management) for both sites.
• Equity/PPPFA: 80/20 price-equity weighting; equity points for Women, Disabled, Locality, Youth, BBBEE.
• Other: security checks for successful bidders; specified bid documentation and returnable schedules.
