Overview

Procurement of a service provider to supply, deliver, support and maintain body worn cameras, vehicle dashboard cameras and related software (DEMS/VMS) for the SAPS for a 3-year contract. Open-tender via State Information Technology Agency (SITA) to bidders with ICT/physical security and camera solution expertise, capable of integrating with SAPS platforms and delivering training, maintenance, and evidence-management capabilities (DEMS/VMS).

Requirements

• OEM/OSM accreditation for Body Worn/Vehicle Dash Cameras, DEMS and VMS, or valid supply arrangements if third parties are involved (letters required); note on reseller eligibility is included in the bid text (RFB 3286-2026 - Bid Specification.docx).
• IP66 weather-proof certification for hardware (Annex A references).
• Demonstrated experience: at least one customer in the past five years for supply/installation/configuration/maintenance of BWC, VDC, DEMS and/or VMS; provide reference letters with scope and dates (Annex A).
• Integration/interoperability: defined APIs and secure data exchange to connect with SAPS/border-forensic tools (Annex A).
• Technical functionality: open architecture VMS, multi-camera support (IP/analog), scalable storage, user authentication, and Rotakin/related tests; required evidence in Annex B.
• Training and manuals: complete English training manuals with each unit; training for software upgrades; on-site installation/removal training.
• Maintenance and support: 24/7 call logging, 48-hour on-site MTTR, spare parts for 5 years, OEM-certified technicians, BCER certification when applicable; court-testimony readiness.
• Dems/VMS and evidence management: DEMS must preserve chain of custody per ECT Act, metadata, audit trails, and interoperability with camera systems (RFB text and Annex references).
