Appointment of a Service Provider for the Analysis, Design and Development of the National Digital Human Settlements Management System (NDHSMS) for the Department of Human Settlements for a Period of Thirty-Six (36) Months

Overview

Procurement of a Service Provider to analyse, design and develop the National Digital Human Settlements Management System (NDHSMS) for the Department of Human Settlements over 36 months. Bidders should be ICT system integrators with proven capability in multi-module public sector software development, data migration, AI, GIS-enabled infrastructure, and complex project/financial modules; must align with MIOS and Agile methodologies and provide required documentation.

Requirements

• Proven experience delivering a multi-module NDHSMS-like system (User Access, Beneficiary, Land, Infrastructure, Project, Financial, Reporting, Communication) with integration and data migration capabilities; AI components are included.
• Adherence to minimum standards: MIOS, Project Management Methodology, Agile Development.
• Comprehensive deliverables: URS, FDS, TDS, architecture, integration design, data architecture, UI/UX designs, testing, deployment and post-implementation support.
• Data migration must be phased (not big-bang or API-only) and cover HSS/NHNR/NHSDB datasets from 1996 onward.
• Offline capability is not in phase one but must be planned for future; MVP approach may be used to accelerate delivery.
• Documentation and governance: project charter/plan, progress reports, risk/issue logs, code/test documentation, deployment certification.
• Compliance with submission and procurement rules: CSD registration, SARS tax PIN, SBD forms, B-BBEE verification or sworn affidavit.
