Overview

Procurement of a service provider to compile an Urban Design Framework Plan for an open space corridor in Witteklip/Louwville, Salda nha Bay Municipality. Suitable bidders include urban designers, town planners, and related design professionals; lead consultant must be UDIA-registered, with supporting evidence of relevant projects, and the team must meet SBM SCM and locality/B-BBEE requirements (see attached tender docs SBM 10/26/27).

Requirements

• Lead consultant: minimum 5 years in urban planning/design and UDISA registration; proof of three similar projects; CV and registrations.
• Sub-consultants: each must be registered professionals in their field; provide CVs and registrations.
• Professional indemnity insurance: minimum R400,000 per claim for the contract duration.
• Tax/compliance: valid SARS Tax Clearance; compliant on CSD; provide required forms (as per Part T2 and MBD schedules).
• Returnable evidence: complete Form 2.x (work history, personnel, declarations) and attach references/letters as required.
• Preference points: 80/20 system (10 points for B-BBEE level, 10 for locality); provide proof.
• Mandatory documents: attendance at compulsory clarification meeting; returnable documents and appendices as listed in Part T2.

How to Apply

• Download tender documents from etenders.gov.za or collect from SBM (SBM 10/26/27 Tender Document.pdf). A non-refundable tender deposit of R306 payable to Saldanha Bay Municipality; provide deposit proof.
• Compulsory clarification meeting: 06 October 2026 (time/location in document; see (SBM 10/26/27 Tender Document.pdf)).
• Submissions: sealed envelope/tender box at Investment Centre, Ground Floor, 15 Main Road, Vredenburg, before 12H00 on 23 October 2026; clearly marked tender number and title.
• Required submissions: valid Tax Clearance, CSD registration, B-BBEE proof, locality evidence (municipal accounts/lease), and all returnable forms (T2 series) and appendices; pricing in the specified Excel schedule.
• If documents are not attached, obtain them via the Tender Document; site/ information meetings are compulsory (no bid will be accepted without attendance).
