• Equipment: proof of ownership or valid lease/intent (with eNatis docs if third-party owned).
• Personnel: Project Manager/Site Agent with Civil Engineering qualification; ECSA registration; CV with reference details; Safety Officer with SACPCMP or SAIOSH; all certifications current (≤6 months).
• Compliance documents: latest Tax Clearance, B-BBEE certificate or sworn affidavit, CSD (or MAAX/SANAS) registration, ID copies of directors; signed SBD forms.
• Local goals: at least 51% Black Ownership; 100% Local Direct Employment; local-content declarations; subcontracting with Targeted Enterprises; monthly KPI reporting.
• Returnable documents and due diligence: fully completed RFQ, company letterhead quotation, and all returnables; SAFCOL may conduct due diligence; non-compliance may disqualify.
• Contract framework: NEC4 ECC4 with project-specific data; 12-week completion; monthly payments; risk and health/safety obligations.
