Overview

Procurement of a service provider for the construction of P55/P58 stream crossings at Jessievale Plantation. Bidders should be civil/structural contractors with CIDB 1CE or higher, experienced in roads, stormwater or civil works, and capable of meeting SAFCOL’s transformation and local-content requirements (including targeted enterprise participation and local employment).

Requirements

• CIDB grade 1CE or higher; mandatory technical compliance (e.g., pipe culverts SANS specs).
• SANAS-accredited B-BBEE verification or EME/QSE sworn affidavit signed by a Commissioner of Oaths.
• Tax clearance and CSD registration; provide company directors’ ID copies.
• Proof of financial capacity (bank statement within 1 week of closing or NCR-backed funding).
• Equipment ownership/leases (e.g., relevant plant) and COIDA good standing.
• Phase 2 mandatory references: two letters/certificates for roads/stormwater/civil works; evidence of site management and personnel qualifications.
• Key personnel: Site Agent with Civil Engineering qualification; Project Manager registered with ECSA; COIDA letter; health and safety file.
• Local transformation goals: 100% local direct employment; 25% women and 25% youth on contract; proof of residence; engagement with Targeted Enterprises and monthly reporting.
• Disqualifications: non-compliant tax status, fraudulent declarations, restricted-suppliers list, or non-compliance with specifications.
• Price must be firm and VAT-inclusive; bids may be accepted in part or not at all.
