Overview

Procurement of a service provider for the development, design, hosting, support, and maintenance of the cidb website for 36 months. Suitable for firms with web design/development, CMS hosting, UX, content management, and security capabilities, plus strong governance credentials (B-BBEE, tax compliance) to support ongoing website operations over three years (CIDB/001/2627).

Requirements

• Demonstrate experience designing, developing, hosting, maintaining a website of similar size and complexity within the last 5 years; provide verifiable reference letters and performance evidence. (Annexure A/B/C; Table 2)
• Key personnel with CVs and qualifications for: Web Developer/Tech Lead, Content Creator/Copywriter, UI/UX/Web Designer, Project Manager, Key Account Manager; with minimum experience levels and NQF qualifications as specified. (Table 2)
• Submit a detailed Technical Proposal (methodology, approach, milestones) and a Financial Proposal (pricing schedule, VAT, assumptions). Minimum 70 points for quality to advance to presentation. (Tables in Annexure C; Table 2)
• Compliance and registrations: SBD forms, Tax Compliance Status (PIN), Central Supplier Database (CSD) registration, CIPC/CIPRO certificates, and BBBEE status certificate or sworn affidavit; Joint Venture agreement if applicable. (Tables 1 & 2)
• Adhere to contract framework: General Conditions of Contract, and draft MSA terms; SLA with penalties and service levels; security, confidentiality, and IP provisions. (MSA draft and Annexures A–E)
• Scope compliance: design, development, 36-month maintenance/support/hosting, and content management support with security, backups, uptime (90-day to 36-month cadence, 99.9% uptime target). (Annexure A; Annexure C)
