Overview

The Social Housing Regulatory Authority (SHRA) invites bids for the appointment of a service provider for the development of an Enterprise Architecture (EA) and ICT strategy. The contract is 12 months, with a budget not exceeding R50 million. A compulsory briefing is on 2026-09-09 (via Teams), and bids close 2026-09-25 at 11:00. Eligible bidders are firms with EA framework implementation experience, capability to deliver a cloud-based EA tool, and to produce a five-year ICT strategy and roadmap (aligned to GWEA/TOGAF). Requirements

• Proven experience in developing/implementing Enterprise Architecture frameworks (aligned to GWEA/TOGAF) and in delivering an EA tool and governance framework.
• Deliverables include As-Is and To-Be architectures, gap analysis, five-year EA roadmap, five-year ICT Strategy, prioritised project portfolio, governance framework, and a cloud-based EA tool with related repositories.
• Provide a detailed technical approach, team structure, and CVs (team members limited to two pages each); include hours per task and on-site considerations.
• Minimum three contactable reference letters; 80/20 preference point system applies (SBD 6.1 and B-BBEE documentation required).
• Complete and submit SBD forms (Invitation to Bid, Pricing Schedule, Declaration of Interest, Preference Points Form) and CSD verification; submit an original/certified B-BBEE certificate.
• Initial each page of the General Conditions of Contract (Annexure A).
