WRC 005-2026/27: APPOINTMENT OF A SERVICE PROVIDER FOR THE DIGITISATION AND DEVELOPMENT OF KNOWLEDGE MANAGEMENT SYSTEM FOR A PERIOD OF THREE (03) YEARSClosed

Overview

The WRC seeks to appoint a service provider to design, develop, digitise and maintain a central Knowledge Management System (DKMS) for three years. This open tender (budget up to ZAR 50 million) targets IT/knowledge management specialists able to deliver end-to-end DKMS design, data migration, integration with Microsoft 365/Azure, training, change management, and ongoing support. Bidders should have DKMS deployment experience, strong governance and security capabilities (POPIA), and be able to align with WRC’s ICT strategy. The solution must integrate with SharePoint, Dynamics 365, and the WRC intranet, and support RBAC, SSO, and analytics.

Requirements

• Proven DKMS deployment experience and multidisciplinary team (solution architects, developers, change managers, PMs).
• End-to-end scope: requirements validation, system design, data migration, collaboration tools, training, QA, and ongoing support.
• Integration with Microsoft 365, SharePoint, Dynamics 365, and intranet; AI-enabled search; metadata/taxonomy; workflows; archiving.
• Security, governance and compliance: RBAC, data encryption, Azure AD SSO, POPIA compliance, audit logs; COIDA coverage.
• Tax & procurement: SARS TCS/PIN, CSD registration; B-BBEE status (EME/other) with supporting certificates.
• PPPFA evaluation: 80/20 price vs. specific goals; emphasis on B-BBEE and black empowerment.
• Documentation: complete, compliant submission; fidelity to bid conditions and confidentiality.
