Overview

Procurement of a service provider to inspect and clean the Houwteq fuel storage tank (Western Cape) and confirm its readiness for operation. SANSA invites bidders with proven capability in fuel-tank inspection, internal cleaning, sludge removal, hazardous waste disposal, and confined-space work to submit a quotation (RFQ SE/008/10/2026). Estimated value up to R1 million (80/20, VAT included).

Requirements

• Compulsory briefing: 15 October 2026 at 13:00, Houwteq Campus; bring safety boots and reflective vest. (RFQ)
• Technical capability: competent personnel, supervision, calibrated inspection instruments, cleaning and fuel-transfer equipment, ventilation and spill-control resources.
• Experience: demonstrated capability in fuel-storage tank inspection, cleaning, sludge/water removal; minimum of three references from different entities in the last 10 years.
• Health, safety, and environment: PPE, confined-space controls, permit systems, fire and spill controls, waste handling per safety data sheets and SANSA requirements.
• Deliverables: method statement, risk assessment, work programme, safety file; pre-service condition assessment; cleaning and sludge removal; post-service tests; completion report with photos; disposal records.
• Warranty: workmanship warranty and any component warranties clearly stated.
• Evaluation: best-value approach (80 price points, 20 preference points); preferential goals include 51% black-owned (10 pts), 40% black-women-owned (6 pts), 51% Black Youth ownership (4 pts). (RFQ)
• Eligibility: CSD registration with compliant tax status; COIDA good standing; compulsory site inspection attendance; at least three relevant references. (RFQ)
