Overview

Appointment of a service provider to host, maintain, support and enhance the District Health Information System (DHIS) for the National Department of Health for three years. Bidders should have hosting, DHIS2 management, data management, analytics, and health information systems experience, plus capabilities in cybersecurity, SLAs, and capacity building.

Requirements

• Tax compliance: SARS PIN/TCS verification, and original SARS tax clearance where required. Separate TCS certificates for each JV/consortium party; CSD number if no TCS; ensure compliance for entities in the state.
• Completion of official bid forms (SBD1, SBD4, SBD6.1) and related documentation; proof of authorisation to sign.
• B-BBEE status: claim points with proof; adhere to 80/20 or 90/10 preference framework.
• Compliance with GCC/SCC and any mandatory and evaluation criteria outlined in the bid documentation; non-collusive bidding and anti-corruption disclosures.
• Stage 2 mandatory requirements and technical/functional scoring as per the Terms of Reference (detailed in the bid documents).

• Deadline: 25 August 2026 at 11:00. Briefing is non-compulsory on 30 July 2026 at 11:00 (online via Teams) (see NDOH bid documents for link).
• Submission: Bids must be deposited in the Bid Box at National Department of Health, 1112 Voortrekker Rd, Dr AB Xuma Building, Pretoria (Thaba Tshwane).
• Documents to submit: Official bid response forms (SBD1, SBD4, SBD6.1), pricing schedules, VAT/tax clearance documentation, SARS PIN/TCS, CSD if applicable, and resolution authorising signing for companies/JOINT VENTURES (see documents).
• Registrations: Tax clearance, SARS PIN, and CSD requirements; proof of authority to sign; ensure compliance with PFMA/GCC SCC terms.
