Appointment of a service provider for the implementation of energy efficiency (EEDSM) program for a period of 36 months

Overview

EMAKHAZENI Local Municipality seeks a turnkey service provider to implement the Energy Efficiency (EEDSM) program for 36 months. Bidders should be ESCo-accredited with energy efficiency/ESPC experience, capable of project funding, and properly registered (CSD) with SARS tax compliance.

Requirements

• ESCo Accreditation (Tier 2 minimum; Tier 1 offers higher scoring)
• Tax compliance: SARS PIN/TCS; valid tax clearance or PIN; CSD number if no TCS; related requirements for joint ventures
• Central Supplier Database (CSD) registration
• Company documents: valid registration; JV agreements where applicable
• Experience: letters of appointment and client references for energy efficiency/ESPC projects with demonstrated savings
• Key personnel: qualified engineers/technologists (e.g., Pr. Eng./Pr. Tech. Eng.), technicians, and a staffed delivery plan
• Financial capacity: bank letter showing minimum R5 million credit facility
• Supply technology: contracts with evidence of delivery, certifications, and M&V-related outcomes
• Project plan: detailed methodology including M&V, bridging finance capability, new funding sources, smart infrastructure database, and project management structure
• B-BBEE: supporting certificate or sworn affidavit
• State employees prohibition and other SCM policy compliance
• Thresholds: functionality max 225 points; minimum 180 points (80%); bids failing thresholds disqualified
