Overview

This tender seeks to appoint a service provider for monitoring, rapid response, maintenance and installation of security surveillance systems for the Victor Khanye Local Municipality for a 3-year period. It targets bidders with CCTV/security surveillance installation and monitoring capabilities, including alarm monitoring, CCTV monitoring, and related dispatch/response services; relevant certifications and municipal security expertise are advantageous.

Requirements

• Eligibility and qualifications: bidder must be qualified and professionally registered for the services; demonstrated managerial capacity, reliability and project experience; presentations may be required.
• Compliance and pre-qualifications: provide a full CSD and valid Tax Clearance; attach the latest municipal accounts for the business and all directors; proof of business and director addresses (with acceptable lease or landlord accounts where applicable); affidavits may be required for address discrepancies.
• Technical and security credentials: PSIRA valid certificate; SAIDSA or equivalent membership/certification for control room, alarm monitoring, CCTV monitoring; electronic dispatcher monitoring system with full OEB; MEGANET/ICASA and ISO/ISO/45001 certificates for monitoring systems.
• Governance and procurement: must not be listed on the Register of Tender Defaulters; no conflicts of interest; comply with SCM rules; provide required forms and signatures (as per MBD schedules) and be able to perform without unacceptable commercial risk.
