Overview

The City of Tshwane invites bids for the once-off supply, delivery and offloading of insulated (closed) two-door trailers for use by the City’s Metro Police Department (TMPD). The opportunity is open to suppliers with trailer manufacturing/supply capability, requiring CSD registration, NRCS/SANS compliance, and the ability to provide a complete, roadworthy, warranty-backed trailer with full statutory documentation via an online Ariba bid portal by 21 October 2026.

Requirements

• Must be registered on the Central Supplier Database (CSD) with a valid CSD number and have tax clearance status.
• Provide a BBBEE certificate and comply with municipal rates/taxes requirements.
• Submit Duly Signed MBD forms (MBD 1, 4, 5, 8, 9) or delegation of authority; declare any interests.
• Provide Audited Financial Statements for the last 3 years (or proof not required by law).
• Provide Manufacturer brochure and confirm conformance to the minimum technical specifications for the insulated 2-door trailer (dimensions, insulation, chassis, body, doors, cargo restraint, lighting, roadworthiness, etc.).
• Provide documentation for homologation and statutory compliance (NRCS VC 8026, SANS, NATIS/eNaTIS, VIN/chassis details, Weighbridge certificate).
• Ensure registration/licensing support for the trailer and after-sales support; minimum 12-month warranty; OEM/agent support and manuals.
• If a joint venture, provide JV agreement and related documents.
• Attend (or be recorded as not applicable) to any compulsory briefing session; ensure pricing schedule is complete and properly signed; comply with pricing rules.

How to Apply

• Submission is via the online Ariba portal by no later than 10:00 on 21 October 2026 (no tender box deposits).
• Download bid documents and pricing schedule from the online portal; complete and submit all compulsory documents as listed (see Q44-2026-27 QUOTATION DOCUMENT.pdf).
• Required registrations/pre-qualifications: CSD registration, tax clearance PIN, and returnable documents (Tax PIN or CSD, CSD summary, BBBEE, Municipal rates, etc.).
• Include: Scope/Technical Specifications brochure, Pricing Schedule, MBD forms, Audited financials, and other returnable documents.
• Note: The tender has a 90-day validity period after closing; the briefing session is listed as N/A (no compulsory briefing).
