Overview

Procurement of a service provider to operate four accredited chemical and detergent manufacturing centres in KwaZulu-Natal, delivering training, incubation, and related facility management services. Eligible bidders are firms with demonstrated experience in chemical/detergent training, SMME incubation, and multi-site operations, with capability to recruit, train, support, and financially manage programs across four sites. Submissions are due as detailed in the attached RFQ.

Requirements

• Admin/compliance
• Registered vendor on the Central Supplier Database (CSD); SARS tax compliance status/pin; if consortia, separate TCS/PIN/CSD for each party; if no TCS but CSD exists, provide CSD number; SBD 1 and SBD 4 completed; proof of authority to sign.
• Tax requirements and ethical/compliance clauses; hotline and fraud reporting mechanisms.
• Evaluation: Stage 1 administrative compliance; Stage 2 functionality min 70 points; Stage 3 price and preferential points (80/20 or 90/10; PPPFA 2022 rules).
• Specific goals for preference points: ≥51% Black ownership (5 points), ≥51% Women (5), ≥51% Youth (5), ≥25% People with disabilities (5).
• Required qualifications and experience (designated key roles) with CVs and certified qualifications:
  • Provincial Manager: postgrad in Business Admin or Chemical Eng; 5+ years senior management; evidence of sector-related projects.
  • Laboratory Manager: postgraduate in Chemical Eng or equivalent; 5+ years in detergent manufacturing management.
  • Financial Management Resource: National Diploma in Accounting/Financial Management; 3+ years relevant experience.
  • Marketing Officer: Diploma in Marketing; 3+ years experience.
• Staffing plan per site (KwaMashu, Gamalakhe, Esikhawini, Madadeni/Newcastle) with defined roles and CVs.
• Scope of work covers recruitment, curriculum/training delivery, learner management, business support, and facility management including safety, security, and reporting.
