Overview

Procurement of a service provider for printing and distribution of embargoed National Treasury information for three years. Suitable for printing companies with high-security, deadline-driven capabilities, on-site Cape Town capacity, and strong QA/embargo-handling processes.

Requirements

• Proven experience in high-security embargo printing, finishing, packaging and delivery to Parliament; able to meet tight windows (Feb/Oct critical periods).
• Infrastructure: main printing premises with a DTP unit in Cape Town; on-site capabilities: printing, folding, binding, laminating; backup power; dedicated project team; secure access controls; Occupational Health and Safety compliance.
• Security and ICT: SSA security screening for bidder staff and any sub-contractors; PSIRA-listed security personnel; restricted IT environment (no internet during production; up-to-date antivirus; tested firewalls and secure data handling; shredding and secure document storage).
• Skills: editing, desktop publishing (Adobe Creative Cloud), project management, time management.
• Compliance: 90-day bid validity; 60% functionality threshold; full SBDs (SBD 1, SBD 3.3, SBD 4, SBD 6.1), full CSD report (and CIPC docs) where applicable; tax clearance (or SARS PIN); JV CSD if applicable; specific goals documentation for preferential points.
