APPOINTMENT OF A SERVICE PROVIDER FOR THE PROCURMENT OF ADDITIONAL OPENTEXT DATA PROTECTOR SOFTWARE LICENSES AND SUPPORT FOR THE DEPARTMENT OF LAND REFORM AND RURAL DEVELOPMENT FOR A THREE (3)YEAR PERIOD

Overview

Procurement of additional OpenText Data Protector software licenses and support for the Department of Land Reform and Rural Development for a three-year period. Bidders should be OpenText Data Protector OEM/OSM partners or resellers capable of supplying licenses and ad hoc support hours (year 1: 1,200 hours) and delivering pricing for a three-year contract. This is an Open-Tender via the DLRRD; closing date 12 November 2026 at 11:00. No briefing session will be held (see attached document 5/2/2/1- DLRRD 0019 (2026/2027).pdf).

Requirements

• Authorized OpenText Data Protector OEM/OSM partner or reseller; provide accreditation letters in the bidder’s name (6.1–6.3).
• Complete and submit the pricing schedule in full.
• Submit all attached bid documents: GCC, SBD1, SBD4, SBD5, SBD6.1, and SBD7 (contract form).
• Register with the National Treasury Central Supplier Database (CSD) and include reference numbers on SBD1; provide VAT, tax clearance, and SARS PIN/CSD as required (SBD1, SBD4).
• Compliance with tax requirements: TCS PIN or CSD number; original SARS tax clearance if applicable (SBD1, SBD4).
• Maintain bid integrity: no collusive practices; disclose relationships with state employees if any (SBD4).
• NIP obligations may apply for imported content and reporting (SBD5).
