Overview

Appointment of a service provider to deliver a turnkey office accommodation solution in Mthatha CBD for 46 months (with option to renew). This is for the PMO of the Mzimvubu River Water Project. Bidders should have office accommodation Turnkey experience, capability to fit out and manage the property during the lease, and relevant certifications.

Requirements

• Minimum 330 m2 gross usable area (up to 363 m2 allowed); space may be on 1–2 floors; multi-tenanted OK.
• Refurbished B-grade building; completion by/before 31 January 2027; 6 parking bays (2 for disabled).
• No sub-letting; site in Mthatha CBD or within 10 km.
• Bidder must provide a PM/Building Manager with at least 5 years’ property/building management experience.
• Evidence of at least one office-turnkey project in the last 10 years; floor plan and building relationship if owner not in bidder’s name.
• Deliverables include capital fit-out scope (HVAC, electrical, security, VC/telephony, backup power, fire, etc.) and Occupational Certificate readiness.
• BBBEE compliance or SANAS-verified certificate (or commissioned affidavit for EME/QSE); if JV, consolidated certificate.
• Pricing via Appendix C; pricing must be fixed for the contract period and include disbursements.
• Stage 5 supplier vetting conditions apply (vetting, tax, blacklists, etc.).

How to Apply

• Dates: Clarifications by 26 August 2026, 16:00; Non-compulsory online briefing 13 August 2026, 11:00 (MS Teams); Closing 8 September 2026, 10:00. Addendum No 1 issued 21 August 2026 (document: Addendum No 1).
• Submission method: Hand-delivered bids to TCTA, Building 9, Byls Bridge Office Park, Olievenhoutbosch Rd, Centurion 0157; 08:00–16:30 during office hours; include 1 original master copy (in English) and 1 electronic PDF on USB; outer packaging must show bid description and bid number. Include Annexure I Bid Receiving Form.

  • Proof building exists (title deed + photos) and confirmation of parking; Title deed/municipal account to prove location (within CBD radius).
  • Project plan aligned to PMBOK and preliminary floor layout (5.1.1.8 space requirements).
  • Relationship agreement if owner is not the bidding entity (Appendix 5.3.9.1).
  • Appendix A (Bidder’s turnkey experience) and Appendix B (Key personnel); SBDs (Appendix D–F); BBBEE documentation (SANAS certificate or commissioned affidavit for EME/QSE); National Treasury Central Supplier Database (non-mandatory).
