Overview

Appointment of a service provider to render cleaning, kitchen and hygiene services at the Department of Science, Technology and Innovation (DSTI), National Intellectual Property Management Office (NIPMO) and National Advisory Council on Innovation (NACI) for eighteen months. Bidders should have proven cleaning, hygiene and kitchen capabilities for multi-site government offices, with staffing (supervisor + cleaners), provision of equipment/ Consumables, safety compliance, and experience on similar contracts.

Requirements

• Minimum 5 years of relevant cleaning/hygiene experience with positive reference letters; include DSTI/NACI/NIPMO references if possible.
• Must be registered on the Central Supplier Database (CSD) and complete all required Standard Bidding Documents (SBD forms).
• BBBEE: valid BBBEE certificate or sworn affidavit.
• Compliance documents: CIPC registration documents, tax compliance (SARS/TCS or CSD), COIDA, UIF, PAYE, and proof of membership in a cleaning association (or equivalent).
• Public liability insurance of at least R1,000,000.
• Proof of compliance with the Sectoral Determination for contract cleaners and wage/overtime requirements.
• Safety/compliance: safety file within 10 working days of signing SLA; include letters of good standing, medical certificates, PPE list, training certificates, ID copies, MSDS, safe work procedures, incident reporting.
• Capability to supply cleaning equipment and consumables (SABS-approved) and to perform weekly inspections; track record of managing large site teams (supervisor + cleaners) and the required scopes (DSTI, NACI, NIPMO).
• Subcontracting cap: cannot subcontract more than 25% to parties without the required points.
• Fronting/competition compliance and ability to sign NDA; screening and clearance as a suspensive condition of award.

How to Apply

• Briefing session: 27 July 2026, online, 10:00–12:00. Attendees must notify DSTI SCM via tenders@dsti.gov.za prior to 27 July 2026 (see TOR-TENDER FOR CLEANING AND HYGIENE SERVICES FINAL.docx).
• Site visits: arranged on appointment basis.
• Submission deadline and method: 11 August 2026 at 11:00. Submit electronically (USB) and 1 original hard copy to the DSTI Tender Box at CSIR Building 41, 627 Meiring Naude Road, Brummeria, Pretoria 0184 (Bid No: DSTI03/2026-27; Description: Cleaning and hygiene services).
• Documents to submit: SBD 1/4/6.1 POPIA package, SBD 3.1 (Firm Prices) and SBD 3.2 (Non-Firm Prices) pricing schedules, BBBEE documentation, CSD/TCS proof, CIPC registrations, COIDA, UIF, PAYE, proof of cleaning association membership, public liability, and other compliance documents listed in the bid documents.
• Pricing: complete pricing schedules for Cleaning Services (DSTI/NACI/NIPMO), Dishwashing/Water Cooler refilling, Deep Cleaning (quarterly), Hygiene services (DSTI 41/42), plus any other costs (Appendix A–C; pricing must be VAT-inclusive).
• Shortlisting/evaluation: first a Functional Evaluation (minimum 60%) and then Price + Specific Goals (80/20 system). Specific goals include BBBEE-related eligibility; ownership/drive for EMEs/QSEs, women, youth, disabled, rural/township ownership as applicable.
• Required registrations pre-qualification: CSD, tax compliance, valid BBBEE, CIPC ownership details.
• Important: procurement rules prohibit fronting, restrict subcontracting, and require NDA/screening; detailed terms in the bid documents.
