Overview

Appointment of a service provider to deliver comprehensive maintenance, calibration, repair and software support for the City of Tshwane TMPD weighbridge infrastructure, plus surveying and assessment for upgrading/replacement. The contract covers Category A (maintenance, calibration, software loading and upgrades) and Category B (surveying, engineering assessment and recommendations) for existing weighbridges and related assets, with TRAFMAN™ WBM integration. Bids are via the City’s e-tender portal, closing 2026-09-22 08:00. Compulsory briefing and three site visits apply (see document Q23-2026-27).

Requirements

• Must be registered on the Central Supplier Database (CSD) and provide a valid CSD number or SARS Tax Compliance Status (PIN).
• Compliance with SANS 1795, 1649 and 1689; attach accredited certificates/letter on letterhead.
• Comprehensive company profile with at least 3 years’ experience in weighbridge maintenance/calibration, with three SA references.
• Completed MBD forms (1, 4, 5, 8, 9) and pricing schedule; signatories authorized to sign.
• Attendance at compulsory briefing session; three site visits (Akasia, Centurion, Waltloo) for verification.
• BBBEE requirements apply for 80/20 preference points; provide supporting documentation (BBBEE certificate or sworn affidavit for EMEs/QSEs).
• Pricing schedule must be complete; no corrections with correction fluid; no blank items.
• Stage evaluations: Administrative Compliance, Mandatory Requirements, and Preference Points (80/20).

• Obtain bid documents from the City’s e-tender portal for Q23-2026-27 (see document). Include documents listed in MBD forms and pricing schedule. (Q23-2026-27)
• Submit online by the closing time: 22 September 2026 at 10:00. Do not deposit bids in a tender box.
• Mandatory briefing: 15 September 2026 at 10:00; site visits at Akasia, Centurion and Waltloo as detailed in the tender (see Q23-2026-27).
• Ensure registration/pre-qualification requirements (CSD/tax, BBBEE) are satisfied and all returnable documents are completed.
• Pricing: Category A and Category B pricing schedules must be fully completed; all-inclusive site/engineering work may be requested as a separate quotation (see pricing schedule in the doc).
