Overview

Appointment of a service provider to supply ICT peripherals, devices and components on an as-needed basis for three years. Bidders with experience in supplying public-sector ICT hardware, including logistics, warranty support and standardisation, and with clear compliance to SA tax, BBBEE and supplier registration requirements, should bid.

Requirements

• Two-envelope bid: separate technical and price envelopes, submitted together in an outer envelope.
• Administrative and legal compliance: SBD 1, SBD 4, SBD 6.1; proof of SARS Tax Compliance; Central Supplier Database (CSD) registration; JV/consortium documentation if applicable; latest company registration certificates and shareholding details.
• Specific-goals compliance for BBBEE: 51% black ownership; 30%+ black women ownership; black youth; disability (with SANAS/DTI certificate or sworn affidavit).
• Minimum references: three verifiable letters for provisioning ICT peripherals in the last five years.
• Product/warranty standards: items must have a minimum 12-month warranty; pricing must cover all line items; CPI-based escalation for years 2 and 3.
• Procurement rules: two-envelope bid process, GCC 2010 terms, and potential for negotiation or partial award.
• Miscellaneous: compliance with POPIA, anti-fronting, and supplier due diligence; confidentiality and integrity obligations.
