Overview

The procurement is for the appointment of a service provider to conduct management fees benchmarking services at SABS. Suitable bidders are professionals with benchmarking experience, preferably with government or state-owned entities, and able to supply credible data sources and relevant references.

Requirements

• Access to credible benchmarking data sources (local, regional, global)
• Experience working with government, state-owned entities, or regulatory bodies
• References from at least three similar projects in the last five years
• Deliverables: Inception Report, Benchmarking Report, cost allocation assessment, recommended management fee model, governance framework, risk considerations
• Governance and compliance guidance: supporting documentation for fees, SLAs, internal/external audits, National Treasury/PFMA alignment, transfer pricing (if applicable), taxation legislation
• Bidder qualifications and scoring criteria (see below)
• Proposals valid for 120 days from closing date
• Submissions must include: CSD registration report, BBBEE certificate or Sworn Affidavit, SBD 4, SBD 6.1
