Overview

Appointment of a service provider to calibrate radio frequency test equipment at ATNS centres for five years. Target bidders are calibration/service providers with SANAS ISO/IEC 17025 accreditation, proven capacity to calibrate a wide range of RF/test equipment, and the ability to deliver at ATNS sites nationwide (as listed in the Scope).

Requirements

• SANAS ISO/IEC 17025:2017 accreditation for the calibration facility (with clearly shown facility accreditation number).
• Minimum two signed reference letters for Test Equipment Calibration Services (not older than 3 years).
• At least two detailed CVs of Test Equipment Calibration Technicians (≥5 years’ experience) and SAQA-accredited qualifications (two technicians).
• SAQA-equivalency where qualifications are foreign; proof of SAQA accreditation.
• Proof of CSD registration and SARS Tax Compliance PIN; compliance valid for bid period (120 days).
• Proof of CSD report, CIPC documents, shareholder certificates, ID copies, and B-BBEE certificate or sworn affidavit (for EMEs/QSEs).
• Pricing in SBD 3.3 Pricing Schedule; two-envelope submission (administrative/price).
• Use of SABS-equivalent calibrations; NMISA-traceable equipment; ability to repair/replace equipment as needed.
• Delivery readiness: 7 working days from order; onsite calibration across ATNS sites; packaging and off-loading responsibilities defined.
• Compliance with GCC; confidentiality; professional indemnity insurance; and ability to undergo ATNS negotiations.
• Specific goals for preferences (80/20 evaluation with 51% Black Owned and 30% Black Woman Owned eligibility) and required supporting documents. (Document references: Volume 1A and SBDs.)

• Submission method: online via the National Treasury e-Tender system; hard copies accepted at ATNS Eastgate Office Park, Bruma. For online, use e-Submission; for hard copy, provide one original, one copy, and one PDF on a USB.
• Documents to complete/submit (as applicable):
  • SBD 1 (Invitation to Bid) and SBD 3.3 (Pricing Schedule) and SBD 6.1 (Preference Points Claim Form);
  • Central Supplier Database (CSD) registration proof or application; CIPC documents; shareholder certificates and IDs; B-BBEE certificate or sworn affidavit; SARS PIN/TCS; Declaration of Interest; Invitation to Bid.
  • Pricing Schedule per equipment for Year 1–Year 5 (SBD 3.3).
  • OEM registration/authorisation if a distributor/reseller (attach OEM letter).
• Registrations/pre-qualifications: register on the CSD; provide CSD/PIN evidence with bid; ensure SARS PIN/TCS status is current for all consortium members.
