Appointment of a service provider to provide safe code and combination change services for three years at the DEEC. Bidders should have security/locksmithing and safes/access control capabilities and a track record in asset protection or high-value storage. Requirements

• Central Supplier Database (CSD) registration and CSD number.
• Certified copies of ID, CSD full registration report, BBBEE certificate or BBBEE sworn affidavit, and CIPC documents.
• Tax compliance: SARS PIN or Tax Compliance Status (TCS) certificate; if part of a consortium, each party must supply its own TCS/CSD; if no TCS, provide CSD number.
• Price must be valid for 90 days from closing; prices inclusive of VAT; indicate firm delivery period.
• Compliance with Preferential Procurement Regulations 2022 (80/20); specific goals: enterprises owned by black people, black women, youth, and SMEs (with evidence required).
• Submission on official forms (SBD 1, SBD 4, SBD 6.1) and signing SBD 7; Excel pricing schedule required.
• Mandatory briefing: 20 October 2026, 09:00, via Microsoft Teams (join link provided); bid submissions due 22 October 2026 by 11:00.
• Scope includes onsite quarterly safe code and KABA lock changes for two category 5 safes and onsite emergency support; delivery within 30 days of PO.
• SADPMR reserves rights to cancel, negotiate, or award to one or more bidders and may require due diligence and site checks.
