Overview

APPOINTMENT OF A SERVICE PROVIDER TO DEVELOP 21 ASSESSMENT INSTRUMENTS INCLUDING EXEMPLARS; RPL MECHANISMS/TOOLKITS AND MODERATION OF ASSESSMENT TOOLS FOR 21 REGISTERED OCCUPATIONAL CERTIFICATES/QUALIFICATIONS, FOR SIX MONTHS. The CETA tender invites bids from education/training and assessment-expertise providers to develop the instruments, exemplars, RPL toolkits and to moderate and verify outputs in collaboration with QCTO. Bidders should have proven experience in QCTO-aligned assessment development, RPL and moderation, and be tax compliant and CSD-registered for procurement.

Requirements

• Open to bidders registered on the National Treasury Central Supplier Database (CSD) and tax compliant.
• Submit fully completed SBD forms (SBD 1, SBD 4) and the pricing schedule (Annexure A) with VAT shown.
• Provide proof of authority to sign (e.g., company resolution).
• If a Joint Venture/Consortium, attach signed JV agreement, CSD reports for all members, and SBDs for all members.
• Provide proof that the proposed Project Lead or at least one assessment specialist attended a QCTO capacity-building workshop (within last 5 years).
• Complete SBD 6.1 and SBD 7.2; provide BBBEE documentation or sworn affidavit as applicable.
• Subcontracting information if subcontracting; ensure compliance with B-BBEE requirements.
• Ensure all documentation complies with the bid documents and evaluation criteria.

• Documents to complete and submit: SBD 1, SBD 4, Annexure A (pricing), authority to sign, JV documentation if applicable, proof of QCTO attendance, BBBEE documents, SBD 6.1 and SBD 7.2, CVs/qualifications as relevant, and pricing schedules.
