Overview

APPOINTMENT OF A SERVICE PROVIDER TO DEVELOP 21 ASSESSMENT INSTRUMENTS INCLUDING EXEMPLARS; RPL MECHANISMS/TOOLKITS AND MODERATION OF ASSESSMENT TOOLS FOR REGISTERED OCCUPATIONAL CERTIFICATES/QUALIFICATIONS, FOR SIX MONTHS. The CETA seeks subject matter experts to design and moderate QCTO-aligned instruments for 21 construction-sector qualifications over a 6‑month period.

Requirements

• Must be registered on the National Treasury Central Supplier Database (CSD) and tax compliant, with proof provided.
• Fully completed and signed SBD 1 (Invitation to Bid) and SBD 4 (Bidder’s Disclosure).
• Completed pricing schedule (Annexure A) with VAT shown.
• Authority to sign bid (company resolution) and, if applicable, JV agreements with CSD reports and signed SBD4 for all members.
• Proof of QCTO capacity-building attendance (dated within last 5 years) if retained after BSC.
• SBD 6.1 and SBD 7.2 forms; BBBEE evidence (certificate or sworn affidavit); CVs and qualifications.
• Subcontracting information if applicable and due diligence/verification steps as part of evaluation.
• Compliance with POPI/data privacy and ethical procurement controls.
