Overview

Appointment of a service provider to remove, dispose of asbestos roof sheets at Blyde Plantation and replace them with corrugated roof sheets. SAFCOL invites bids from qualified asbestos-handling contractors and roofing teams to undertake removal, disposal and replacement across 10 village houses at Blyde Plantation (Graskop area). Key qualifications include CIDB 1GB+ registration, COIDA good standing, Dept of Labour asbestos-handling certificate, SANAS-accredited B-BBEE (or sworn affidavit for EME/QSE), CSD/tax clearance, SBD compliance, and NEC4 contract familiarity. Requirements

• Complete RFQ on company letterhead; email quotations to RFQCentralNSP@safcol.co.za; queries to zakira@safcol.co.za.
• Returnable docs: Latest Tax Clearance, BBBEE certificate or sworn affidavit, CSD (MAAA) or equivalent, Supplier Code of Conduct, completed NEC4 ECSC contract, all SBD forms.
• Mandatory compliance: COIDA Good Standing; Dept of Labour asbestos-handling certificate; CIDB 1GB or higher.
• Evaluation: Phase 1 administrative; Phase 2 mandatory; Phase 3 price (80) and specific goals (20). Specific goals include 51%+ Black Owned (20 points) and local employment targets.
• Other: Local content requirements; subcontracting to targeted enterprises; adherence to health, safety and environmental standards; potential project-wide penalties and contract terms (NEC4 ECSC).
• Non-compliance risks: tax non-compliance, false declarations, restricted supplier list, or spec non-conformance can disqualify (see the RFQ for full disqualification criteria).
• Scope highlights: removal and disposal of asbestos; supply/installation of IBR roof sheets; project foreseen for village houses with specified materials and finishes.
