Overview

Appointment of a service provider for the review and development of two SAQA‑accredited Air Traffic Services qualifications to align with QCTO requirements. Bidders should have qualifications development capability, QCTO/SAQA alignment experience, and ability to engage stakeholders in aviation training. The project spans up to 16 weeks and delivers gap analyses, revised qualifications, curriculum documents, QAS/QASA, and submission support to QCTO/TETA/SACAA.

Requirements

• Mandatory: Registration as a Qualification Development Facilitator (QDF) with a recognised body (e.g., SETA/TETA) and proof of status.
• Administrative/compliance: SARS Tax Compliance PIN valid for 60 days; CSD registration; full CIPC registration documents; shareholding certificates and IDs for shareholders/directors; valid B-BBEE certificate or sworn affidavit (EMEs/QSEs).
• Proof of ownership and minority status for preferential goals (51% Black Owned; 30% Black Woman Owned) with supporting CSD/CIPC/shareholder docs.
• POPIA compliance and confidentiality obligations; ability to handle personal data securely.
• Project readiness: propose a detailed 16‑week project plan; provide methodology, stakeholder engagement plan, and risk management.
• Evaluation prerequisites: must meet Stage 1–2 administrative/mandatory requirements; provide CVs and qualifications for the proposed QDF/SME team; evidence of relevant qualifications (NQF levels) and experience.
• Documentation: complete SBD 1, SBD 3.3 (pricing), SBD 4, SBD 6.1; CSD/CIPC documents; IDs; share Certificates; valid TCS/PIN or CSD number as applicable.
• Proposals must remain valid for 60 days from submission.
