Overview

This RFQ seeks a service provider to review and draft ATNS’s hedging policy and related disclosures; open to professional services firms with hedging/IFRS 9 expertise. Closing date is 21 July 2026 (11:00 CAT).

Requirements

• SAQA-recognized professional designations for three roles: Project Director, Project Manager, Project Lead (e.g., CA(SA)); authenticity verifiable.
• CVs showing at least 5 years’ experience for each role (Project Director, Manager, Lead) with hedging/IFRS 9 focus.
• Demonstrated relevant experience in hedging policy review for SOE/regulatory environments; IFRS 9 training familiarity.
• Proof of tax compliance (SARS PIN valid 60 days from submission).
• Central Supplier Database (CSD) registration; CIPC documents; shareholder certificates; ID copies of shareholders; valid B-BBEE certificate or sworn affidavit (for EMEs/QSEs).
• Compliance with SARS TCS/PIN requirements; each consortium party to provide separate proof.
• Three-part bid submission via e-Tender (Parcel A: Administrative; Parcel B: Technical; Parcel C: Price & Specific Goals); non‑compliant bids may be disqualified.

• Bid structure: Parcel A – Administrative & Mandatory; Parcel B – Technical; Parcel C – Price & Specific Goals.
• Documents to submit (per SBDs): SBD 3.3 Pricing Schedule; SBD 4 Bidder’s Disclosure; SBD 6.1; CSD report; CIPC documents; shareholder certificates; ID copies; B-BBEE certificate or sworn affidavit; SARS PIN/TCS; Declaration of Interest; Invitation to Bid.
• Registrations/pre-qualifications: CSD registration; proof of SARS PIN/TCS; proof of OEM/Professional Body registrations if applicable.
